Not as obvious as it sounds. Unless its a live video camera it could have snapped the flat sea between the sets, or the one decent set of the day. Check the update date and time carefully and make sure that the picture is actually of recent surf.

The UK is getting more and more surf cams on popular beaches around the coast. We're along way from the total video coverage in areas like Southern California (and could no doubt debate on whether we'd ever want it) but on any given day you can check the general setup in just about any surfable region of the country...
