Say Victoria and surfers think of the Great Ocean Road and Bell's Beach. Much of the surfing is focused on this stretch of coast west of Melbourne with the south-west facing coast getting battered by south west swells. The south east facing coastline closer to Melbourne is cross-offshore in the prevailing westerly winds. Tasmania blocks any swells which have east in them from much of the coastline. The many beaches to the east of Melbourne are smaller due to shadowing but also less crowded. Water temperatures fluctuate between 13 and 20°C or 55 to 68°F. Surfing was pioneered in the area in 1919 by Lou Whyte after he returned from Hawaii with a board.
