you have to do the owner otherwise everyone would be trying to save on the vet bills when they want to put their dogs down, by simply not picking up its turds in plain view of an enforcer. although this may not be the case since that usefull advice "dogs die in hot cars" is on every second bumper sticker.

while i am at it, let me share a solution i have found for the dog shit problem that plauges our streets and towns, so brilliant in its simplicity i cant believe they have rolled it out all over. Armed patrols. if an owner and his dog walk away from a coil without picking it up, shoot the dog through the head and the owner through the foot.
